Assessor and installer registration and declaration

Representatives must comply with all legislative or regulatory requirements that are relevant to performing their role, and to the equipment they install. This may include but is not limited to:
-   Telemarketing, door-to-door sales and consumer rights under the Australian Consumer Law;
-   Protection of Privacy and Information (Privacy and Personal Information Protection Act 1998 and the Privacy and Personal Information Protection Regulation 2014);
-   WH&S regulations (Work Health and Safety Act 2019 and Work Health and Safety Regulations 2017);
-   The Gas and Electrical (Consumer Safety) Act 2017 and Gas and
Electrical (Consumer Safety) Regulation 2018;

Any other relevant statutory requirements outlined by IPART

Must be over 18 years old

Representatives must be aged 18 years or over.

Complete Declaration form

After the representative has completed the sign-up process and read all evidence and scheme requirements they will receive a declaration form (that they need to sign and date) that entails they comply and adhere to all requirements and acknowledge their participation. After the declaration has been signed and approved the representative can start creating Energy Saving Certificates.

Insurance details

Installers must be covered by Public and Product liability insurance and it must be valid during the implementation period.

License of installers

A valid Refrigerant and Air Conditioning Electrician contractor license is also required to ensure the installer is correctly trained to complete Air Conditioning installations

Electricity Supply Act 1995

Representatives must implement each energy efficiency upgrade in such a way that it complies with the Electricity supply Act 1995, The electricity supply (general) regulation 2014 and the ESS rule.

Telemarketing and door to door

There is a ban against telemarketing and door to door sales for the ESS. The ban aims to ensure that individuals and businesses are not subject to intrusive marketing tactics, thus providing them with more control over their interactions with energy-saving scheme participants
